In response to the destruction caused by Hurricane Melissa in eastern Cuba, the United States government has announced its readiness to provide humanitarian assistance to those affected. Secretary of State Marco Rubio issued a statement on October 30, 2025, expressing support for the Cuban people and outlining plans for aid.
Rubio stated, "In the wake of Hurricane Melissa’s devastation of eastern Cuba, the Trump Administration stands with the brave Cuban people who continue to struggle to meet basic needs. As in neighboring Caribbean countries, the Department is issuing a Declaration of Humanitarian Assistance for Cuba and is prepared to provide immediate humanitarian assistance directly and via local partners who can most effectively deliver it to those in need."
U.S. law allows for certain exemptions and authorizations that enable private donations of food, medicine, and other humanitarian goods to be sent to Cuba. These provisions also cover disaster response efforts. The U.S. government encourages individuals or organizations wishing to help Cubans directly to reach out if they encounter any difficulties.
