Leandro Rizzuto, the new U.S. Ambassador to the Organization of American States (OAS), presented his credentials and outlined the United States’ priorities for engagement with the OAS. In his remarks, Ambassador Rizzuto expressed gratitude to President Donald J. Trump and Secretary of State Marco Rubio for their confidence in him as he assumes this post.
Ambassador Rizzuto highlighted the historical significance of the OAS, stating that it has served as a forum for independent nations to advance peace, defend sovereignty, and uphold the rule of law since its founding in 1948. He emphasized that these purposes remain essential today.
He explained that under President Trump’s administration, the U.S. sees the OAS as a platform for cooperation to support prosperity, security, and sovereignty across the Americas. According to Ambassador Rizzuto, “The United States’ approach is clear and principled: a hemisphere of secure borders, lawful order, economic opportunity, and governments accountable to their people.”
Ambassador Rizzuto outlined four main priorities for U.S. engagement with the OAS:
First, securing borders and stabilizing the region by working with member states to address illegal immigration, dismantle human- and drug-trafficking networks, and strengthen border security and law enforcement cooperation.
Second, promoting trade, investment, and economic prosperity through enhanced collaboration between public and private sectors. He noted that platforms such as the upcoming Summit of the Americas—hosted by the Dominican Republic—and the Americas Business Dialogue provide opportunities for governments and business leaders to achieve measurable economic results.
Third, upholding the rule of law and human dignity by supporting lawful governance and citizens’ rights to peace and safety. Ambassador Rizzuto stated: “The United States stands with the people of Venezuela, Nicaragua, and Cuba who continue to call for democratic governments that respect these basic principles.” He also called for renewed engagement in Haiti to help restore security and stability through Haitian-led solutions supported by regional partners.
Fourth, reforming and refocusing the OAS to deliver results by making it more efficient, transparent, and accountable. He stressed that resources should be tied to performance and focused on core mandates such as credible election observation, institutional strengthening, and targeted assistance to nations in crisis.
Ambassador Rizzuto concluded by reaffirming U.S. commitment to constructive engagement within the OAS: “On behalf of President Trump, I reaffirm that the United States will engage constructively and candidly within this Organization. We will work with every member state that shares our belief in sovereignty, the rule of law, and human dignity – and we will do so with the same purpose and determination that built this institution.”
He also acknowledged his team at the U.S. Mission to the OAS for their dedication to public service.
