Cambodia and Thailand agree on steps for peace after talks witnessed by U.S., Malaysia

The Prime Ministers of Cambodia and Thailand met in Kuala Lumpur on October 26, 2025, to address ongoing tensions between their countries. The meeting was attended by the President of the United States and the Prime Minister of Malaysia as witnesses.

Both leaders reaffirmed their commitment to peace and security, referencing a previous declaration made in Putrajaya earlier in July 2025. They emphasized respect for international boundaries, sovereignty, and international law as the basis for promoting stability and prosperity in the region.

A key outcome of the meeting was the signing of Terms of Reference for establishing an ASEAN Observer Team (AOT). This team will include personnel from ASEAN Member States with the goal of overseeing implementation of a ceasefire along disputed border areas. Both parties called on ASEAN countries to support this effort.

To reduce tensions, both sides agreed to remove heavy weapons from border areas under AOT supervision. They also committed to refrain from spreading false information or inflammatory rhetoric through any channels, aiming to create an environment conducive to dialogue.

Confidence-building measures will be implemented immediately to restore trust along the border. Both governments pledged to resolve differences peacefully and work toward restoring diplomatic relations.

The two countries also agreed on coordinated humanitarian de-mining efforts in border regions, intended to protect civilians and contribute to economic development. These activities will not affect ongoing boundary surveys or demarcation processes.

Further commitments include settling border disputes through peaceful means using established bilateral mechanisms such as the Regional Border Committee, General Border Committee, and Joint Boundary Commission. Local authorities will be involved in managing issues on the ground according to these frameworks.

Upon successful implementation of these measures, active hostilities are expected to cease. As a gesture toward building trust, Thailand has committed to promptly releasing prisoners of war.

The declaration includes plans for enhanced cooperation on information sharing, strategic communications, and strengthened border controls aimed at combating transnational crime affecting both nations and neighboring regions.

Both governments expressed intent to move beyond past conflicts by adhering strictly to international laws and treaties. They highlighted that conditions now exist for improved neighborly relations based on principles outlined in the United Nations Charter and ASEAN Charter regarding peaceful conflict resolution.

"The conditions have been created for our nations to look forward and embark on building neighborly relations in keeping with the letter and spirit of the United Nations Charter and principles enshrined in the ASEAN Charter on peaceful conflict resolution," stated both leaders in their joint declaration.

They concluded by expressing appreciation for President Donald J. Trump’s role: "We note with deep appreciation President Donald J. Trump’s significant contributions to advancing the restoration of productive bilateral relations between the Kingdom of Cambodia and the Kingdom of Thailand."

The agreement was signed by Cambodian Prime Minister Hun Manet and Thai Prime Minister Anutin Charnvirakul, witnessed by Malaysian Prime Minister Anwar Ibrahim and U.S. President Donald J. Trump during a ceremony held in Kuala Lumpur.
