U.S. Embassy warns of travel disruptions during APEC Economic Leaders’ Week in Gyeongju

The U.S. Embassy in Seoul has issued an alert to American citizens regarding traffic restrictions and possible demonstrations during the Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Week, which will take place from October 27 to November 1, 2025, in Gyeongju, South Korea.

According to the embassy, the South Korean government will enforce significant traffic controls in Gyeongju from October 29 through November 1. These measures will primarily affect major roads near the Bomun Tourist Complex and other key routes such as Seorabeol-daero, Saneop-ro, Gyeonggam-ro, and Bomun-ro. Authorities advise travelers to use public transportation or event shuttles to minimize disruptions.

Heavy congestion is expected throughout Gyeongju during this period. A voluntary odd/even license plate scheme will be implemented for vehicles in the city. Additional police officers will be deployed daily for both traffic regulation and security purposes. Vehicle checkpoints will be set up near central areas like the Bomun Tourist Complex to restrict access for non-event traffic.

The embassy also notes that demonstrations and protests are anticipated not only in Gyeongju but also in Seoul and Busan. Lodging may be limited due to increased demand around the event dates; travelers are encouraged to confirm hotel reservations before arrival.

In Seoul, consular operations at the U.S. Embassy—including visa interviews and passport services—will continue without interruption throughout APEC week. The embassy expects ongoing demonstrations near its premises and reports that South Korean police have increased their presence by deploying buses and fencing around Gwanghwamun Plaza for enhanced security.

"Most demonstrations in South Korea are peaceful. However, avoid areas where demonstrations are taking place, and exercise caution in the vicinity of any large crowds, gatherings, protests, or rallies. Even demonstrations intended to be peaceful can turn confrontational and escalate into violence," states the alert.

U.S. citizens are advised to monitor local media for updates on protests and traffic conditions and follow instructions from authorities at checkpoints.

The Ministry of Interior and Safety’s Emergency Ready App—which provides emergency updates in English—is currently undergoing restoration but remains partially unavailable. In the interim, emergency alerts are being sent via SMS text messages to registered users with major mobile service providers; full app functionality is expected before APEC Economic Leaders’ Week begins.
