The U.S. Embassy in Dili has announced the opening of applications for the 2026-2027 Fulbright U.S.-ASEAN Visiting Scholar Program. This initiative provides an opportunity for Timorese scholars to spend three to four months in the United States during the first half of 2027. During their stay, participants will conduct research on issues that are priorities in the U.S.-ASEAN relationship. Projects are expected to be regional in scope or have implications for all ASEAN member states.
The Fulbright U.S.-ASEAN Visiting Scholar Initiative began in 2012, aiming to strengthen ties between the United States and ASEAN’s ten member nations, including Timor-Leste. The program has awarded scholarships to over 100 scholars from these countries, supporting research on topics such as public health, maritime issues, economic integration, and food safety.
Eligible applicants include university faculty, government officials, and professionals from the private sector, think tanks, or NGOs who focus on U.S.-ASEAN issues. Candidates must hold at least a master’s degree or equivalent professional experience and demonstrate a significant record of achievement. Applicants must also be citizens and residents of an ASEAN member state or Timor-Leste throughout the application process.
Preference will be given to those who have not recently lived in the United States. Individuals currently teaching or researching in the U.S., recent Fulbright recipients (within five years), or those who have held J-1 Exchange Visitor status as Professors or Research Scholars within two years are not eligible.
Research fields supported by this program include areas aligned with broad ASEAN initiatives and U.S. goals for the region—such as economic integration, AI policy, technology integration, maritime cooperation, education, food technology, journalism, law, public administration, public health, trade and investment.
Selected scholars will receive a monthly stipend ranging from $3,164 to $4,182; round-trip economy airfare; professional and settling-in allowances; and up to $3,000 for qualifying research fees at universities. The grant does not provide support for dependents. At the end of their stay in 2027’s first half, participants typically gather in Washington D.C.
Applicants must submit their materials online at https://apply.iie.org/fvsp2026 by November 22, 2025. Required documents include an application form; project proposal; bibliography; curriculum vitae; two letters of recommendation; and preferably a letter of invitation.
