The U.S. Department of State has published the 2025 Mongolia Investment Climate Statement, offering an analysis of opportunities and challenges for American investors in Mongolia. The report is intended to assist both U.S. investors and Mongolian government officials as they work to foster a fair business environment.
According to the statement, “Mongolia’s frontier market and natural resources offer potentially lucrative opportunities for investors, but caution is warranted due to the country’s vulnerability to external economic and financial shocks, ineffective dispute resolution, and lack of input from stakeholders during rulemaking, and increased risk of expropriation.”
The United States acknowledged Mongolia's efforts to establish a transparent regulatory framework for private businesses. The U.S. also encouraged Mongolia to enact laws that support these commitments in order to build a supportive environment for private sector growth.
At a meeting with the American Chamber of Commerce in Mongolia, U.S. Ambassador Richard L. Buangan said, “Mongolia’s economic growth needs to be private sector led. To achieve that growth, there needs to be a legal, regulatory and investment framework which attracts serious, responsible domestic and foreign private sector investment.”
