Since the start of Russia's invasion of Ukraine in February 2022, the World Bank has worked with international partners to provide financial support for the Ukrainian government. The Public Expenditures for Administrative Capacity Endurance (PEACE) Project is a key part of this effort. The project funds salaries for civilian government workers, teachers, health and emergency response staff, and offers assistance to internally displaced persons, low-income families, and children with disabilities. The aim is to maintain government operations and deliver essential services to nearly 16 million Ukrainians.
The PEACE Project has disbursed more than $41 billion so far, with $32 billion provided by the United States.
The project relies on Ukraine’s own financial management systems to gather and verify spending data from various agencies, schools, and healthcare providers across the country. Several control measures are in place:
- The Ministry of Finance in Ukraine collects expenditure information from relevant agencies and submits reports on eligible expenses to the World Bank for reimbursement.
- The World Bank reviews these reports before releasing funds. If any expenses are found ineligible after disbursement, those funds are recovered.
- An independent firm conducts annual financial audits of the PEACE Project as required for all World Bank-financed projects. These audits have issued clean opinions, indicating that spending reports are accurate and reliable.
- Another independent audit firm carries out “Agreed Upon Procedure Reviews” to check expenditure reports and evaluate control effectiveness. Based on these reviews, corrective actions have been implemented—such as digital solutions to confirm beneficiary eligibility and track spending.
- A grievance redress mechanism allows individuals to report concerns about the project.
- Monthly Listening to Ukraine Surveys collect feedback from citizens about their experience with services funded by PEACE.
- Reports of corruption or fraud can be referred to the Integrity Vice Presidency within the World Bank Group for investigation.
