U.S.-Adriatic Charter defense chiefs gather in Tirana for annual conference

Representatives from five Adriatic Charter nations—Albania, Bosnia-Herzegovina, Croatia, Montenegro, and North Macedonia—along with observer nations Kosovo and Slovenia, gathered in Tirana for the 28th U.S.-Adriatic Charter Chiefs of Defense Conference. The event was organized with contributions from General Knezevic and General Kingji and hosted in Albania’s capital.

The conference highlighted ongoing regional security cooperation. “Both of your nations, Bosnia-Herzegovina and Albania, have shown true leadership within the region, and you continue to demonstrate incredible commitment in promoting security and stability that benefits us all. I’d also like to recognize the distinguished leaders from the five Adriatic charter nations: Albania, Bosnia Herzegovina, Croatia, Montenegro, and North Macedonia, as well as two observer nations, Kosovo and Slovenia.”

Emphasis was placed on regular meetings to strengthen cooperation among member states. “Given the wide range of challenges our nations are navigating, it is essential that we meet regularly to reinforce our cooperation. The U.S.-Adriatic Charter is an indispensable forum to continuing strategic dialogue towards a free, secure, and prosperous Europe. I’d also like to recognize The Adjutant General and senior enlisted leaders from the U.S. National Guard organizations who are attending here today.”

The importance of partnerships through programs such as the State Partnership Program was underlined. “The enduring relationships formed through the State Partnership Program are vital to European security. A few moments ago, alongside everyone else up here, I signed a joint statement. It was an honor to represent the United States in signing this document, a document that reaffirms our commitment to a shared vision for Southeastern Europe and highlights the importance of close coordination on regional security.”

As participating countries increase defense spending and modernize their militaries, collaboration remains key. “As our nations each increase defense spending and make great steps in military modernization, we have to work together to ensure the investment turns into real capability. This requires sustained focus on enhancing interoperability, building readiness, and developing support arrangements. After listening to all the positive conversations today, I’m confident we can attain these goals. Thank you to all the participants of this year’s conference for your hard work and dedication that got us to this point.”

Looking ahead at future initiatives within the Charter framework was also discussed: “The Implementation Working Group has a rigorous program of work over the next year to ensure we meet the demands of tomorrow. As you set out, know that you’re not alone in dealing with these challenges. You can turn to your colleagues, your allies and partners in the U.S.-Adriatic Charter and together we’ll embrace a safe, stable, and prosperous future.”
