Egypt has launched a safeguard investigation into imports of semi-finished products of iron or non-alloy steel (billets). The announcement was made in a notification that outlines the procedures and opportunities for interested parties to participate.
According to the notification, "Egypt offers consultations under Article 12.4 with Members having a substantial interest as exporters of the product concerned." This allows countries with significant export interests in these products to engage directly with Egyptian authorities.
The document also provides guidance for those wishing to contribute information or express views on the matter. "All interested parties are invited to make themselves known, submit their views in writing, and provide supporting evidence. Representations should preferably be submitted by e-mail within 30 days from the date of publication of the Notice of Initiation in the Official Gazette. Submissions after the deadline may be disregarded."
For communication related to this investigation, submissions should be directed to Mrs. Yomna Elshabrawy at Egypt’s Ministry of Investment and Foreign Trade, specifically within its Trade Remedies Sector in Cairo.
A safeguard investigation examines whether increased imports are causing or threatening serious injury to a domestic industry. If such injury is found, WTO rules allow members like Egypt to impose temporary restrictions on imports as a safeguard measure. During these investigations, importers, exporters, and other stakeholders have an opportunity to present evidence and respond to each other's claims.
Further details about this case can be found in official documents G/SG/N/6/EGY/18 - G/SG/N/7/EGY/14 - G/SG/N/11/EGY/14 published by relevant trade authorities.
