A safeguard investigation is a process used by governments to determine if an increase in imports is harming domestic producers. During this process, affected stakeholders may present evidence and respond to submissions from other parties. Under World Trade Organization rules, members may impose temporary restrictions on imports only if it is established that increased imports are causing or threatening serious injury to domestic industries.
