Trump signs executive order targeting wrongful detention of Americans abroad

President Trump has signed an Executive Order aimed at increasing pressure on those responsible for the wrongful detention of U.S. nationals abroad. The order introduces a new designation, State Sponsors of Wrongful Detention, which will subject violators to a range of penalties.

These measures include economic sanctions, visa restrictions, limits on foreign assistance, and travel restrictions for holders of U.S. passports. The approach is similar to the existing State Sponsor of Terrorism determination.

"No nation should want to end up on this list," said Secretary of State Marco Rubio in a statement released September 5, 2025. "The bottom line: Anyone who uses an American as a bargaining chip will pay the price.  This administration is not only putting America first but also putting Americans first."

The Executive Order represents an effort by the administration to deter foreign governments or actors from detaining Americans for leverage in diplomatic or other negotiations.
