The Strategic Trade Export Control Phase II training took place in Laos, bringing together officials from several government ministries. The event was organized by the United Nations Office on Drugs and Crime (UNODC) under its Passenger and Cargo Control Programme and received funding from the U.S. Export Control and Related Border Security (EXBS) Program.

Participants included representatives from Lao Customs, the Ministry of Finance, the Ministry of Public Security, and the Ministry of Industry and Commerce. The training aimed to improve understanding of strategic trade and export control measures, risk analysis, and profiling methods for securing international trade supply chains.

According to organizers, these efforts align with U.S. objectives to prevent the spread of weapons of mass destruction and to build stronger partnerships between the United States and Laos. A spokesperson noted: "This effort supports U.S. goals to prevent the proliferation of weapons of mass destruction (WMD) and strengthen bilateral and regional partnerships with Lao PDR."
