U.S. citizens living in Kazakhstan are being informed of several upcoming special elections for federal office taking place in the United States between September and December 2025. These elections will fill vacancies in congressional districts across Virginia, Arizona, Tennessee, and Texas.
The Federal Post Card Application (FPCA) is available for U.S. citizens overseas to register to vote, request absentee ballots, or update contact information. The FPCA can be completed online at https://www.fvap.gov/FPCA or by using a fillable PDF version. After completion, voters must print, sign, and send the application to their local election office.
The State of Virginia will hold a special general election on September 9 for the 11th Congressional District. This district includes all of Fairfax City and part of Fairfax County. Absentee ballots must be returned by mail by September 9, 2025. Detailed instructions and county contact information are available at https://www.fvap.gov/. Voters can check the status of their voting materials by contacting their election office directly.
Arizona’s special general election for the 7th Congressional District is scheduled for September 23. The district covers all of Santa Cruz and Yuma counties as well as parts of Cochise, Maricopa, Pima, and Pinal counties. Service members, eligible family members, and overseas citizens can register to vote or request an absentee ballot up until 7 PM on Election Day. Ballots may be returned by mail, email, online via the Uniformed and Overseas Citizen Portal (if authorized), or fax by that deadline. Further details are provided at https://www.fvap.gov/.
Tennessee will conduct a special primary election on October 7 for its 7th Congressional District—which includes Stewart, Montgomery, Robertson, Houston, Cheatham, Davidson, Dickson, Benton, Humphreys, Decatur, Perry, Hickman, Wayne, and Williamson counties—with registration open until September 27. The state will also hold a special general election on December 2; registration remains open until November 22 for that contest.
Texas’ special general election in the 18th Congressional District takes place November 4; this district includes part of Harris County. Registration is open until October 6 with absentee ballot requests accepted through October 24. Ballots must be returned by mail or fax (fax only from hostile fire areas) by November 10.
If voters have not received their requested ballot in time to meet deadlines they are advised to use the Federal Write-in Absentee Ballot (FWAB) immediately at https://www.fvap.gov/FWAB as a backup measure.
Voters in Kazakhstan may drop off their FPCA or ballots at either the U.S Embassy in Astana or the U.S Consulate General in Almaty during regular business hours (Monday–Friday from 8:00 to 16:00). A valid U.S passport is required for identification when submitting materials to consular staff who then forward them via diplomatic post. Alternatively voters may return materials directly to local election officials using international mail or courier services at personal expense; printable postage-paid envelope templates are available from FVAP’s website.
