Donna Ann Welton Ambassador | U.S. Embassy in Timor Leste

The U.S. Embassy in Timor-Leste has announced the availability of funding for its Fiscal Year 2025 Program. The embassy's Annual Program Statement provides details on funding priorities, strategic themes, eligibility requirements, and the application process.

Funding will be distributed through grants, fixed amount awards (FAA), or cooperative agreements. According to the embassy, "Cooperative agreements and some FAAs differ from grants in that bureau/embassy staff are more actively involved in the grant implementation (i.e., 'substantial involvement')."

Projects supported by this program should be completed within one year or less. The Department of State may consider applications for continuation grants after the initial budget period if funds are available, program progress is satisfactory, and continued support aligns with department interests. As stated by the embassy, "The Department of State may entertain applications for continuation grants funded under these awards beyond the initial budget period on a non-competitive basis subject to availability of funds, satisfactory progress of the program, and a determination that continued funding would be in the best interest of the U.S. Department of State."

Applications will be accepted on a rolling basis until August 31, 2025. More information about the program can be found at PASDIL-APS-FY2025_FINAL.

Applicants are required to complete specific forms—SF424_Mandatory_3_0-V3.0, SF424A-V1.0, and SF424_Individual_2_0-V2.0—and submit them via email to PADili@state.gov.
