Applicants seeking a Consular Report of Birth Abroad (CRBA) and U.S. passport for their child must follow specific procedures, according to the latest guidance from the U.S. Embassy in Papua New Guinea.
Families are required to bring original documents to the interview, which will be returned after review. All foreign language documents must be accompanied by English translations; unofficial translations are acceptable if presented with the original document. Both parents and the child must attend the in-person interview together.
The process begins with completing the eCRBA online application. If applying for a passport at the same time, applicants need to fill out Form DS-11, print it single-sided without signing it, and enter 000-00-0000 as the Social Security Number if necessary. The form should not be double-sided. A passport photo that meets requirements listed on travel.state.gov is also needed.
If one parent cannot attend, a notarized statement of consent (Form DS-3053) from the non-appearing parent is required along with a copy of their identification used during notarization.
Applicants must provide an original hospital birth certificate signed by a doctor or bearing an official hospital seal or stamp, along with an English translation if necessary. The names on all documents must match exactly those on applications and IDs. If a Korean hospital omitted or misspelled any part of the child's name, families are instructed to obtain an amended birth certificate before proceeding.
Both parents’ valid government-issued photo identification is required, as well as marriage certificates or divorce decrees/death certificates for previous marriages when applicable.
Evidence supporting U.S. citizenship of at least one parent must be submitted—acceptable forms include a U.S. passport, original U.S. birth certificate issued by state or county vital records office, Consular Report of Birth Abroad, Certificate of Naturalization, or Certificate of Citizenship—as well as evidence showing physical presence in the United States by the American parent.
Additional documentation includes mother’s prenatal and hospital records and evidence related to assisted reproductive technology if relevant.
Fees consist of $100 for eCRBA (paid online prior to interview) and $135 for passports (also paid online). Applicants are reminded to print out electronic payment confirmations received via email and bring them along with their application packages on interview day.
