The U.S. Embassy in Dhaka has announced a call for proposals for the English Language Specialist Program (ELSP), an initiative led by the U.S. Department of State. The program aims to connect experienced U.S. professionals and academics in TESOL, Applied Linguistics, and related fields with host institutions around the world.
According to the embassy, these specialists will lead projects that include curriculum development, materials design, and English for Specific Purposes (ESP) programs. The goal is to strengthen institutional capacity, improve English language teaching and learning, and promote cultural exchange between the United States and partner countries.
"Drawing on American excellence in English language education and innovative classroom teaching practices, these specialists lead intensive, high-level projects such as curriculum development, materials design, and English for Specific Purposes (ESP) programs. Such collaboration can strengthen institutional capacity, advance English language teaching and learning, and foster deeper cultural and educational exchange between the United States and partner countries," stated the press release.
In recognition of America’s 250th anniversary in 2026, there is particular interest from the embassy in proposals that incorporate an "America 250" theme.
Eligible project areas include teacher training, professional development initiatives, ESP-focused activities, curriculum design or revision efforts, evaluation of English language programs or needs assessments, academic writing support through writing centers or workshops, technology-based language learning strategies, building institutional capacity in English instruction methods, as well as keynote addresses or workshops at relevant conferences.
Institutions eligible to apply are higher education organizations; government agencies such as ministries of education; teacher associations; NGOs working on English language education; as well as cultural or educational institutions like training institutes or language centers.
Project activities should be tailored to each institution’s needs while highlighting America 250 objectives where possible. Typical activities may involve seminars or workshops for educators; developing curricula or instructional materials; conducting program evaluations; advising on strategic planning within English programs.
Personal research projects unrelated to English teaching are not supported by this program. Assignments usually last from two weeks up to three months including weekends and travel days. Each approved project will have one assigned specialist.
Funding is shared between the U.S. Department of State—which covers international airfare for specialists along with health benefits plans—and host institutions which provide local transportation and airport transfers. Proposals become more competitive if host partners also offer meals or lodging support where feasible.
While host institutions may suggest specific experts for their proposed projects during application submission via Google Form link provided by the embassy after approval Georgetown University—the implementing partner—will match suitable candidates from its roster of American specialists.
Applications must be submitted before December 31st 2025 with selected assignments running between two weeks to three months.
