The U.S. Embassy in Freetown has issued a Request for Quotes (RFQ) for civil concrete works, as part of its ongoing infrastructure projects. The embassy is seeking quotations from interested companies, with the intention to award a contract or purchase order to the responsible company submitting an acceptable offer at the lowest price.

According to the RFQ, "We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so." Quotations are required to be submitted electronically by September 5 at 4pm. Late or incomplete submissions will not be accepted.

Quotations must be provided in English and adhere to specific file formats and size requirements. Acceptable formats include MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (pdf), with each file not exceeding 30MB. If files exceed this size, they must be split and sent in separate emails.

To be considered, prospective offerors must complete and submit several documents: SF-1442, Section A Pricing, Section L Representations and Certifications, and any additional information outlined in Section J of the solicitation.

"Your quotation must be submitted electronically to ContractFreetown@state.gov. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each," wrote Rose Weckenmann, Contracting Officer for the U.S. Embassy Freetown.

The process reflects standard procurement procedures used by U.S. government agencies abroad when contracting for services such as construction or civil works.
