President Donald J. Trump has signed an Executive Order to promote the export of American artificial intelligence (AI) technologies. This initiative aims to support the U.S. AI industry by encouraging the distribution of comprehensive AI technology packages to allies and partners worldwide.
The Secretary of Commerce is tasked with establishing and implementing the American AI Exports Program, which will facilitate the development and deployment of full-stack AI export packages. These packages encompass hardware, data systems, AI models, cybersecurity measures, and applications across various sectors such as healthcare, education, agriculture, and transportation. The program must adhere to export controls and other relevant requirements.
The Economic Diplomacy Action Group will review proposals for export support through loans, guarantees, and technical assistance as directed by the Order.
President Trump emphasizes advancing American leadership in AI to secure economic growth, national security, and global competitiveness. "AI is a foundational technology that will shape the future of innovation," he stated. The initiative seeks to reduce global reliance on adversarial nations' systems while strengthening ties with allies by promoting U.S. standards and governance models.
Trump's administration has prioritized making America a global leader in AI since 2019 when he signed the first-ever Executive Order on AI. His administration established national AI research institutes and strengthened leadership in technical standards while issuing regulatory guidance for private sector development.
In 2020, executive actions were taken to guide Federal agency adoption of AI for more effective service delivery and public trust enhancement. Recent orders include reversing previous policies deemed harmful by Trump's administration in January 2025 and advancing youth education in April 2025.
