Romania is making strides in transforming its public administration through comprehensive human resources management (HRM) reforms. The focus on HRM is seen as crucial for developing an effective civil service, which is essential for economic growth and quality citizen services. The goal is to create a Romania where public services are efficient, responsive, and innovative.
The World Bank has been instrumental in supporting the Government of Romania (GoR) in designing and implementing these HRM reforms across the civil service and broader public administration. This support comes through EU-funded Reimbursable Advisory Services (RAS) and trust funds (TF). The World Bank's technical input has been integrated into national laws and strategies, including reforms to the public sector wage system.
A new competency-based recruitment system, aligned with European standards, was developed under this project to enhance government service efficiency. Both the World Bank and GoR have taken a holistic approach to HRM reform, addressing all functions and dimensions systematically.
