Enclosed is a Request for Quotations (RFQ) for MSG Cook/Food Services. Interested parties are invited to submit their quotations by following the instructions outlined in Section 3 of the solicitation. The necessary portions of the attached document must be completed and submitted to the address indicated on Standard Form 1449.

Quotations should include three sections: Pricing, Technical Proposal criteria, and Representations and Certifications. Proposals must be sent electronically to Yaounde_procurement@state.gov in specific formats such as MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (pdf). The file size should not exceed 30MB; if it does, submissions must be divided into separate files under 30MB each.

Any award will only be made to vendors registered in the System for Award Management (SAM), and proof of registration should be provided with the quotation. Offerors need to include Defense Base Act (DBA) insurance charges as a separate line item in their price proposal. DBA insurance differs from Workmen’s Compensation Plan (WCP), and its premium charges will be reimbursed by the U.S. Government. Offerors should estimate the cost of DBA premiums after consulting with an authorized insurance provider. Upon contract award, offerors must contact the insurance provider, pay the premium, and forward both receipt and policy to the Embassy for reimbursement. Offers without DBA insurance costs will not be accepted.

The U.S. Government plans to award a contract or purchase order to a responsible company submitting an acceptable quotation at the lowest price based on initial quotations without discussions unless deemed necessary within a competitive range.

Quotations are due by August 17, 2025, at 10:00 a.m., with no late submissions accepted.
