On July 9, the Agreement for Cooperation Concerning Peaceful Uses of Nuclear Energy, also known as the "123 Agreement," between the United States and Thailand came into effect. This agreement supports Executive Order 14299 on deploying advanced nuclear reactor technologies for national security. It highlights the Department's swift response to advancing presidential objectives.

The agreement establishes a comprehensive framework for peaceful nuclear cooperation with Thailand, based on mutual commitment to nuclear nonproliferation. It facilitates the transfer of nuclear material, equipment, components, and information for nuclear research and civil energy production.

Civil nuclear energy is seen as contributing to energy security and economic growth by providing a reliable domestic power source. The 123 Agreement aims to enhance bilateral cooperation on energy security and strengthen diplomatic and economic ties. It is expected to foster commercial relations between the U.S. nuclear industry and Thailand regarding advanced reactors while supporting Thailand's energy goals. This collaboration is anticipated to create jobs in both countries through deploying advanced U.S. nuclear technologies.

The United States expresses its intent to develop a strong civil nuclear energy partnership with Thailand in future years.
