The U.S. Embassy in N'Djamena has announced the opening of applications for the 2026–2027 Hubert H. Humphrey Fellowship Program. This fully funded, one-year program targets mid-career professionals with leadership skills and a commitment to public service.
Applicants should aim to advance their careers through self-directed study at a leading U.S. university. The deadline for applications is August 4, 2025.
Eligibility criteria include possessing an undergraduate degree, having at least five years of professional experience, and not having attended graduate school in the U.S. for more than one academic year in the past seven years before starting the fellowship. Candidates must also not have had over six months of U.S. experience in the five years preceding the fellowship's start date.
Candidates should hold or be eligible to hold a Chadian passport, demonstrate leadership qualities, have a record of community public service, possess English language ability and strong computer skills. Local employees of U.S. Missions abroad working for the Department of State and their immediate families are not eligible during employment and for one year after termination.
Fields covered by this fellowship include economic policy and finance, public policy analysis, technology management, communications and journalism, law and human rights, agricultural development, natural resources policy, urban planning, public health policy, substance abuse education, educational administration and more.
For those needing English language training to participate effectively in the program from non-elite populations or rural areas lacking necessary skills can benefit from a Long-Term English (LTE) language training opportunity consisting of an intensive 16-week pre-academic program in the United States.
