Richard H. Riley Ambassador | U.S. Embassy in Somalia

The United States Embassy in Somalia has opened the application cycle for the Hubert H. Humphrey Fellowship Program for the 2026-2027 academic year. This program is designed to bring accomplished professionals from various countries to the United States at a midpoint in their careers for a year of study and professional experiences.

According to the embassy, "the program provides a basis for establishing long-lasting productive partnerships and relationships between citizens of the United States and their professional counterparts in other countries, fostering an exchange of knowledge and mutual understanding throughout the world." Fellowships are awarded competitively to candidates who demonstrate a commitment to public service in both public and private sectors.

Applicants must meet several eligibility criteria: possession of a first university degree equivalent to a four-year bachelor’s degree, at least five years of full-time professional experience beyond that degree, management or policy responsibilities (with exceptions for scientists/researchers in substance abuse education and policy), passport eligibility for the nominating country, limited or no prior experience in the United States, demonstrated leadership qualities, and English language proficiency.

The fellowship covers international travel, tuition and university fees, English language training if necessary, accident/sickness coverage, monthly maintenance allowance, as well as funding for books and professional activities. However, it does not provide financial support for accompanying dependents.

Eligible candidates must showcase leadership experience and community involvement. The application process requires submission of a CV detailing education and work experience, official university transcripts, TOEFL or English Language test results, and two recommendation letters submitted directly by recommenders through the application portal.

Applications are due by August 10, 2025.
