World Bank appoints Enrique Blanco Armas as country manager for Lebanon

The World Bank Group has appointed Enrique Blanco Armas as the new Country Manager for Lebanon. This position aims to unify leadership across various branches of the institution, focusing on sustainable recovery and development by supporting both public and private sector priorities. Blanco Armas will be based in Beirut and will work closely with government officials, the private sector, civil society, and development partners.

Blanco Armas previously served as the Manager for the Strategy and Operations Unit of the International Development Association (IDA), leading strategic engagements on IDA20. He joined the World Bank Group’s Young Professionals Program in 2005 and has held roles in Africa, South Asia, East Asia and Pacific, and Europe and Central Asia regions.

"Strengthening our partnerships with the government, the private sector, and development partners is vital to supporting Lebanon as it navigates the path toward a sustainable and inclusive recovery," said Blanco Armas. "I am delighted to take on this new role and work together with the dedicated World Bank, IFC, and MIGA teams to increase our development impact for the people in Lebanon."

The World Bank Group’s Country Engagement Strategy for Lebanon focuses on protecting people and businesses from crises impacts while preparing for economic recovery. The strategy also advances reform agendas through knowledge work.

Historically, the World Bank has provided financing to Lebanon for social protection, human capital development, infrastructure projects like water and energy services, agriculture management, small enterprises support, and cultural heritage preservation. During past crises, assistance helped meet urgent needs while maintaining critical investments that improve living standards.

The International Finance Corporation (IFC) has been a partner of Lebanon's private sector for over 50 years. It supports resilience in financial sectors like manufacturing and ICT while focusing on increasing energy capacity. IFC also promotes education through advisory work aimed at enhancing entrepreneurship.

MIGA provides guarantees covering private investments in power distribution systems in Lebanon. It is actively seeking new opportunities within the country.

Under Blanco Armas' leadership as Country Manager for institutions including IBRD, IDA IFC MIGA; operations will continue addressing challenges faced by Lebanese citizens amid ongoing developments globally or locally affecting their economy directly/indirectly alike - ensuring better future prospects ahead regardless thereof!
