However, there was a clear divergence between the focus of the UN Ocean Conference series on implementing Sustainable Development Goal (SDG) 14 and the U.S. stance regarding the broader 2030 Agenda for Sustainable Development and SDGs. The U.S. considers these frameworks as forms of "soft global governance."

As a result of this fundamental disagreement, the United States announced its decision to vote against the resolution.
