The Mexico Energy Efficiency in Public Facilities (PRESEMEH) project, launched in 2016 and concluded in 2023, aimed to enhance energy efficiency across Mexican municipalities and hospitals. This initiative focused on investments such as energy-efficient street lighting in 20 municipalities within nine states and the Federal District, as well as energy-efficient indoor lighting, air conditioning, and solar rooftop photovoltaic systems in 17 hospitals across ten states and Mexico City.
The project generated significant energy savings, reduced greenhouse gas emissions, and lowered energy costs for financially constrained municipalities and hospitals. It also modernized infrastructure, improved community security through better street lighting, and enhanced hospital conditions with improved lighting and thermal comfort. "People can go out with more confidence in the streets; they can stay out later," said Agustín Altamirano García from Minatitlán, Veracruz.
Urbanization has concentrated economic growth in Mexico's urban areas, pressuring municipalities to expand public services despite budget constraints. Energy efficiency is seen as a cost-effective solution to manage consumption while reducing operational expenses. PRESEMEH demonstrated that EE projects could free municipal resources for other priorities while modernizing public infrastructure.
Led by SENER (Mexico’s Ministry of Energy), the project collaborated with the World Bank Group to address challenges in implementing energy-efficiency initiatives at municipal levels. The innovative Energy Services Agreement (ESA) allowed beneficiaries like municipalities or hospitals to benefit from EE investments without upfront costs by repaying through achieved energy savings over time.
The project successfully established a sustainable financing mechanism for EE investments across the country. It contributed to reducing inequality by improving street lighting for communities previously lacking adequate illumination. "It’s something historic because for years we lived in darkness," noted Jose Rivera Perez from Nanchital, Veracruz.
In total, PRESEMEH supported 20 municipalities achieving predicted energy savings of over 575,000 MWh during installations' lifetimes with emission reductions exceeding 253,000 tCO2. Hospitals benefited from potential savings of up to 20% through efficient lighting and air conditioning improvements impacting over one million patients annually.
World Bank contributions included a $50 million loan alongside technical advisory support throughout the project's preparation and implementation phases. Additionally mobilized climate finance grants helped backstop potential defaults under respective ESAs agreements.
Despite focusing on public sectors primarily; private sector engagement saw positive impacts via competitive procurement processes aligned with World Bank standards encouraging local production notably some streetlights manufactured domestically within Mexico itself demonstrating successful collaboration between both sectors involved overall process leading towards greater future sustainability goals being met long-term beyond current scope alone ultimately benefiting wider society overall moving forward together collectively working towards common objectives shared mutually
