On June 27, a significant step towards peace was taken as the Democratic Republic of the Congo (DRC) and the Republic of Rwanda signed a Peace Agreement. The signing ceremony was hosted by Secretary of State Marco Rubio, Under Secretary for Political Affairs Allison Hooker, and Senior Advisor Massad Boulos. Representing the DRC was Foreign Minister Thérèse Kayikwamba Wagner, while Foreign Minister Olivier Nduhungirehe represented Rwanda. Secretary Rubio attended as a witness to this event.

The agreement is seen as a historic milestone in efforts to bring peace and prosperity to both nations and the wider Great Lakes region of Africa. It builds on a Declaration of Principles that both parties signed on April 25, 2025. The negotiations were led by Senior Advisor Boulos and aimed at addressing issues related to governance, security, and economic integration. This comprehensive agreement seeks to address the root causes of long-standing conflict and pave the way for sustainable regional peace.

Upon signing, the Peace Agreement came into effect immediately. The United States has expressed its commitment to supporting its full implementation in collaboration with partners like the African Union, Qatar, and Togo.

A Summit of Heads of State is planned at the White House in the coming weeks to further promote peace, stability, and economic prosperity between these nations.
