The Global South Pillar of the PHRD’s Technical Assistance program aims to provide support to developing countries facing multidimensional crises. Its priorities will be developed in consultation with the World Bank and Japan, and may change over time to maintain relevance and impact.

Launched in April 2025, the Global South Pillar initially focuses on food and nutrition security challenges in Africa. This focus aligns with the World Bank Group's Global Challenge Program on Food and Nutrition Security, the strategic priorities of the Government of Japan, and the Ninth Tokyo International Conference on African Development.

In addition, the Global South Pillar will support activities related to Phase 2 of the Coalition for African Rice Development (CARD). This initiative strengthens collaboration between the World Bank and JICA to promote rice production in sub-Saharan Africa. JICA provides technical assistance to CARD countries for formulating National Rice Development Strategies and project proposals. The Global South Pillar will enhance these efforts through targeted financing and technical assistance.
