The U.S. Embassy in Conakry has announced the opening of applications for the 2026–2027 Hubert H. Humphrey Fellowship Program. This program is a Fulbright exchange initiative designed for mid-career professionals from selected countries. It aims to enhance leadership skills and strengthen ties with the United States through academic study and professional experience.
The fellowship spans ten months, during which participants join multinational cohorts at U.S. universities. They engage in non-degree studies and participate in six-week professional affiliations with American organizations. The program helps fellows expand their expertise, gain a deeper understanding of the United States, and build networks with American peers. Alumni often play crucial roles in supporting bilateral relationships and advancing U.S. interests abroad.
Eligibility criteria include being a Guinean citizen with a valid passport or eligibility to obtain one, holding a university degree equivalent to a four-year bachelor's degree, and having at least five years of full-time professional experience beyond the undergraduate level by August 2025. Applicants should have management or policy responsibilities; exceptions apply for scientists or researchers focusing on substance abuse education and policy.
Competitive nominees will likely come from fields such as economic policy, public administration, technology management, communications, journalism, law, human rights, agriculture development, environmental policy, urban planning, educational administration, public health policy, and substance abuse education.
In collaboration with the National Institute on Drug Abuse (NIDA), ECA provides co-funding for candidates specializing in substance abuse education and policy who have relevant research backgrounds or can learn about current research implications.
Candidates must demonstrate English proficiency by September 15, 2025—preferably through TOEFL scores but alternatives like IELTS or Duolingo are also considered. Those needing language improvement may receive training in the U.S. before starting their fellowship.
Applications are due by July 28, 2025, at 11:59 p.m., via IIE’s application webpage. Submissions must be entirely in English; otherwise they will be disqualified immediately. All received applications will undergo screening; only shortlisted applicants will be contacted for interviews.
