The U.S. Embassy in Hanoi, Vietnam, through its General Service Office (GSO), has announced an invitation for proposals from firms capable of handling various logistical services. These services include packing and unpacking household and official effects, as well as clearing, forwarding, transportation, and freight services for shipments to and from Hanoi on a global scale.

This Tender of Service (TOS) is set to be effective from August 1, 2025, to July 31, 2026. The rates will undergo updates at six-month intervals: the first phase spans from August 1, 2025, to January 31, 2026; the second extends from February 1, 2026, to July 31, 2026.

Proposals must be submitted by mail or hand-delivered by no later than 16:00 on July 21, 2025. They should be sent via reputable small package forwarders such as FedEx or DHL to:

Updated rate submissions are due at the same address before January 15, 2026, with effectiveness starting February 1 of that year.

All Transportation Service Providers (TSP) involved must hold valid business registration with the Vietnamese Ministry of Planning and Investment (MPI). Additionally, clearing and forwarding agents need registration with the Vietnamese Customs General Department under the Ministry of Finance. Each TSP can only represent one company name; multiple applications will lead to automatic disqualification.

A full TOS application should contain an exact rate sheet format provided along with necessary documentation in both English and Vietnamese per the compliance checklist requirements. Rates should be quoted in U.S. Dollars (USD), while service invoices will be issued in Vietnam Dong (VND), aligned with approved post bills of lading and exchange rates at the service request date. Payments are expected within a month upon receipt and acceptance of a proper invoice alongside delivery documentation.

Late proposals or emailed submissions will not be accepted. Incomplete applications face automatic disqualification.
