Laura S.H. Holgate, Ambassador | U.S. Mission to International Organizations in Vienna

The United States, represented by Chargé d’Affaires Howard Solomon, expressed its gratitude to the leadership of the International Atomic Energy Agency (IAEA) during a meeting in Vienna, Austria. The statement was delivered as part of Agenda Item 4 at the IAEA Board of Governors Meeting on June 11, 2025.

The U.S. acknowledged the contributions from various groups within the IAEA, including the co-chairs of the budget working group and several oversight bodies. These entities provided reports that were described as foundational for ensuring strong oversight and transparency within the Agency.

In support of the IAEA's mission, the United States highlighted its approval of a Zero Nominal Growth budget. This financial strategy aims to enable continued progress in developing peaceful nuclear energy applications and maintaining international safeguards against misuse. The U.S. also emphasized technical cooperation's role in promoting peaceful nuclear technology uses and agreed with maintaining previous targets for technical cooperation funding through 2027.

Looking ahead, the United States encouraged further collaboration with the IAEA while urging a thorough review of all programs to enhance efficiency and productivity. In light of current fiscal constraints, it recommended seeking new partnerships and non-traditional donors to sustain program operations.

Solomon concluded by reiterating appreciation for the hard work and flexibility shown by IAEA officials in proposing a Zero Nominal Growth budget despite fiscal challenges faced by member states.
