Anna Bjerde, World Bank Managing Director of Operations, addressed the High-Level Dialogue on Vision for Ukraine’s Future in the European Food System. She welcomed Ukrainian Minister Koval and Deputy Minister Osmachko, along with other senior experts present at the event.
Bjerde emphasized the significance of Ukraine's transition as it strives for EU accession amidst its ongoing fight for sovereignty and economic recovery. Agriculture and rural development are central to this transition as they contribute significantly to Ukraine's GDP and employment. "Ukraine is also one of the top five global exporters of wheat, corn, and sunflower oil," she noted.
The challenges faced by Ukraine include adopting EU legislation and dealing with war-induced damages. "An estimated three million hectares of agricultural land are contaminated with mines," Bjerde said. The destruction of infrastructure such as the Kakhovka reservoir has further affected agricultural productivity.
She highlighted that Ukraine's potential accession is prompting reflections within the EU about its future direction. This moment represents mutual transformation between Ukraine and the EU. The dialogue aims to understand reforms, costs, trade-offs, and benefits while learning from other recent accession countries like Romania and Poland.
The World Bank Group remains committed to supporting Ukraine throughout this process. Bjerde mentioned their collaboration with Ukraine’s Ministry of Agrarian Policy and Food in identifying policy priorities and planning investments aligned with EU standards.
Specific support from the World Bank includes providing analytical services for informed policy choices, building institutions for effective implementation, and supporting investments that align with EU standards. A key initiative is the ARISE project launched in 2023 which targets small and medium-sized farms through financial assistance.
"This gathering is also about forging relationships," Bjerde stated, emphasizing partnerships among ministers, leaders, reformers, and academics present at the event. She assured attendees that despite complexities ahead, Ukraine will have strong partner support.
Bjerde concluded by expressing her anticipation for continued collaboration: "I look forward to the outcomes of this rich discussion."
