The Rhode Island National Guard (RING) and the Falintil-Forças de Defesa de Timor-Leste (F-FDTL) Land Component have completed a Subject Matter Expert Exchange (SMEE), focusing on small arms handling and range operations. This initiative, organized by the Office of Defense Cooperation, aimed to improve the proficiency of F-FDTL personnel and strengthen military ties between the two forces.

U.S. Army Major Aaron Harris commented at the program’s conclusion, “This exchange is a shining example of the State Partnership Program in action. The program, which has been instrumental in fostering long-term relationships, allows us to share best practices, enhance our military capabilities, and build lasting bonds of friendship and cooperation.”

Throughout the exchange, RING personnel provided instruction on small arms familiarization. Training included weapon safety protocols, maintenance procedures, and marksmanship fundamentals. Soldiers learned proper handling techniques and immediate action drills for malfunctions while practicing advanced shooting positions to ensure effective weapon operation in combat scenarios.

Additionally, participants received an overview of range operations. This included planning live-fire exercises, managing range safety, and establishing control procedures. RING experts shared insights on setting up ranges safely and efficiently through risk assessments and coordination efforts.

This collaboration marked the first exchange of its kind between these partners under the State Partnership Program. It enhanced F-FDTL's operational capabilities while strengthening mutual support and cooperation between both military forces.
