Scott Turner, a career Senior Foreign Service officer, has taken on the role of Chargé d’Affaires ad interim at the U.S. Mission to the UN Agencies in Rome as of June 8, 2025. Turner arrived in Rome as its Deputy Chief of Mission and Deputy Permanent Representative.

Turner's recent position was acting Principal Deputy Assistant Secretary for the Bureau of Population, Refugees, and Migration. In this capacity, he oversaw humanitarian assistance programs across the Middle East, North Africa, and Europe. He also managed press and congressional affairs. Until May 2024, he served as Deputy Special Envoy for Middle East Humanitarian Issues, contributing to the humanitarian response in Gaza following attacks on October 7, 2023.

His previous roles include serving as Deputy Political Counselor at the United States Mission to the United Nations (USUN) in New York and Deputy Counselor for Humanitarian Affairs at USUN/Geneva. There, he represented the United States at the International Syria Support Group’s Humanitarian Task Force. Turner's other assignments have taken him to Baghdad, Paris (US/UNESCO), Naples, and included work as a Watch Officer in the Department of State Operations Center.

Before joining the Foreign Service in 2001, Turner was a Peace Corps Volunteer in Guinea, West Africa. He holds a B.A. in history from Trinity College in Connecticut and is proficient in Italian and French.
