The U.S. Mission in Vietnam has opened the application process for the 2026-2027 Hubert H. Humphrey Fellowship Program. This program offers a one-year, non-degree scholarship to mid-career professionals demonstrating leadership and commitment to public service. Participants engage in independent study at a leading U.S. university, supplemented by professional affiliations, field trips, workshops, and seminars.
Vietnamese candidates are invited to apply in fields such as economic policy, communications, law, agriculture, public health policy, and educational administration among others. Applicants must hold Vietnamese citizenship and have a university degree with at least five years of professional experience post-graduation. They should have limited or no prior experience in the United States and exhibit strong English language skills.
Ineligible candidates include recent graduates without management roles (except those focused on substance abuse education), individuals who studied in the U.S. for more than one academic year within seven years before August 2026, those who spent over six months in the U.S. during the five years preceding August 2026, dual U.S.-Vietnam citizens or permanent residents, and participants of recent U.S.-sponsored exchange programs.
Financial provisions cover international travel, tuition fees, insurance, maintenance allowance, and funds for books and activities but do not extend to family members.
