The Hubert H. Humphrey Fellowship Program offers a ten-month non-degree academic study and professional experience opportunity in the United States. The program selects Humphrey Fellows based on their leadership potential and commitment to public service, either in the public or private sector. Annually, around 200 fellowships are awarded, with eighteen major U.S. universities hosting these fellows.

The fellowship is designed for experienced professionals who wish to enhance their leadership skills through knowledge exchange on issues relevant to both the U.S. and the fellows' home countries. It provides professional development opportunities through university courses, conferences, networking, and practical work experiences. Throughout the year, fellows focus on personal program goals while collaborating with other Humphrey colleagues in workshops and seminars. Unlike traditional graduate programs, this fellowship encourages travel away from host campuses to explore American culture and engage with American peers.

Program fields include agricultural and rural development, communications/journalism, economic development, educational administration, finance and banking, higher education administration, law and human rights, wildlife management, public policy analysis and administration, public health, technology policy and management, trafficking in persons policy and prevention, as well as urban and regional planning.

To be eligible for the program, applicants must hold an undergraduate degree equivalent to a four-year degree; have at least five years of substantial full-time professional experience; possess limited or no prior experience in the United States; demonstrate leadership qualities; have a record of community public service; and exhibit strong English language skills.
