The U.S. Embassy in Muscat has opened recruitment for the 2026-2027 Hubert H. Humphrey Fellowship Program. This program offers a year of non-degree graduate-level study and leadership development in the United States for professionals from both public and private sectors.

"The Humphrey Fellowship Program is one of the U.S. government’s most prestigious programs bringing accomplished young, and mid-career professionals to the United States for a year of non-degree graduate-level study, leadership development, and substantive collaboration with American counterparts," stated the announcement.

Eligible candidates must be Omani citizens residing in Oman during the application process. They should hold an undergraduate degree with at least four years of full-time study and have demonstrated academic excellence. Additionally, applicants need a minimum of five years of professional experience relevant to their field by August 1, 2025.

Candidates must show leadership qualities, commitment to public service, and proficiency in English. The program excludes recent graduates, those who have studied in the U.S., university teachers without management duties (except in Substance Abuse Education), individuals with dual U.S. citizenship or permanent residency, local employees of U.S. Missions abroad associated with nominating organizations for ECA exchange programs.

"Humphrey Fellows and alumni are international leaders who foster global collaboration with U.S. and foreign counterparts to address critical and systemic challenges facing their communities and the world," according to the release.

Applications are open until July 31, 2025, through the Public Affairs Section of the U.S. Embassy. Required documents include completed applications with essay responses in English, two reference letters (one from a current employer), official transcripts listing courses taken and grades received.

Following national selection processes, independent review committees evaluate nominations in the United States before final approval by the J. William Fulbright Foreign Scholarship Board.

After this approval stage, candidates will be informed about their status by U.S. Embassies or Binational Fulbright Commissions.
