World Bank invests $100M in Papua New Guinea's education sector

More than 375,000 children in Papua New Guinea will benefit from a significant new education project aimed at improving classrooms and supporting teachers. The Learning Enhancement and Access Project (LEAP), backed by $100 million in financing from the World Bank, is one of the largest education investments in the nation's history.

Papua New Guinea faces considerable challenges in education, with a large percentage of children unable to read or understand age-appropriate texts. LEAP aims to help PNG achieve its goal of providing basic education for all children by 2050 and improve learning quality nationwide.

"Education is how we unlock the potential of our people," said Hon. Lucas Dekena, PNG’s Minister for Education. "This major investment gives real momentum to the PNG Government’s efforts to strengthen the education system."

The project will support 3,500 schools across eight provinces, impacting 43 percent of students from preparatory to grade 2. It includes classroom upgrades, better teaching materials, and enhanced school management. Additionally, 200 secondary schools will become education hubs with internet access and digital tools.

"This large-scale investment can transform early learning in PNG," stated Khwima Nthara, World Bank Country Manager for Papua New Guinea.

LEAP focuses on scaling up interventions that equip teachers with structured lesson plans and continuous training. More than $80 million is allocated to improve teaching practices, aiming to increase proficiency in reading and math among grade 2 students.

The project also addresses learning poverty and promotes inclusive learning environments for girls and children in conflict-affected areas. LEAP is financed by the World Bank's International Development Association (IDA) and implemented by the PNG Department of Education.
