According to the program's announcement, "Fellows are selected based on potential for leadership and commitment to public service." The fellowship is available to candidates from both public and private sectors who demonstrate strong leadership potential and dedication to public service.
The ideal candidates are described as mid-career professionals in leadership roles who possess relevant experience, skills, a commitment to public service, and potential for career advancement. Applicants should have at least five years of professional experience and focus more on policy rather than research or technical aspects. The Humphrey Fellowship Program aims "to strengthen the leadership skills of professionals who will contribute to their communities and professional fields."

Eligibility criteria include being citizens of Antigua and Barbuda, Barbados, Dominica, Grenada, St. Kitts and Nevis, Saint Lucia, or St. Vincent and the Grenadines; holding a university degree from an accredited institution; having a minimum of five years full-time professional experience by August 2024; demonstrating leadership qualities; possessing English language proficiency; and having limited prior U.S. experience.
