WTO advances discussions on special treatment proposals ahead of Ministerial Conference

Members of the World Trade Organization (WTO) are advancing discussions on special and differential treatment proposals, with updates provided by three facilitators. Barbados, representing the G-90, outlined a roadmap for work leading to the 14th Ministerial Conference (MC14) in March 2026. The aim is to achieve outcomes at MC14 concerning three key proposals.

The Chair, Ambassador Kadra Ahmed Hassan of Djibouti, reported on bilateral consultations with delegations and group coordinators. She noted members' willingness to engage in negotiations with flexibility and pragmatism.

Facilitator Daniel Lim of Singapore updated members on his consultations regarding the SPS and TBT proposals. He encouraged collaboration with these committees and announced a thematic session in July to explore challenges faced by developing economies and least developed countries (LDCs).

Cecilia Risolo of Argentina and Daniela García of Ecuador, chairs of the SPS and TBT committees respectively, provided updates on their efforts to enhance S&DT implementation for developing members and LDCs. Members were invited to participate in a thematic session on TBT scheduled for June 24, 2025.

Joel Richards from Saint Vincent and the Grenadines informed members about an informal thematic information session planned for June 12, 2025. This session will address technology transfer under TRIPS Article 66.2 for LDCs, involving donor members, external experts, private sector representatives, and international organizations.

Eduardo Terada Kosmiskas of Brazil submitted an update on trade-related investment measures discussions. He urged continued flexibility in exploring ways to advance the G-90 proposal.

The Chair emphasized using facilitators effectively and engaging constructively. Members highlighted collaboration with relevant WTO bodies to develop collective solutions for challenges faced by developing economies, particularly LDCs. The Chair remarked: "With less than a year until MC14, it is clear that we need to work with a sense of urgency and stronger focus on results."

Negotiations are mandated by Paragraph 44 of the 2001 Doha Ministerial Declaration.
