The U.S. Embassy in Lima, Peru, has announced a Notice of Funding Opportunity (NOFO) for a national conference focusing on the strategic role of technology, particularly artificial intelligence (AI), in Peru's future. The initiative is open to accredited Peruvian and U.S. universities, with proposals due by June 15, 2025.

The Public Affairs Section (PAS) of the embassy seeks proposals that address systemic risks associated with non-U.S. technologies, such as data security and technological dependence. "Strong proposals will align with U.S. priorities for a safer, stronger, and more prosperous United States and shared region," according to the announcement.

The funding opportunity highlights the role of universities as centers for research and public engagement. It aims to position them as leaders in expert dialogue on AI-related issues. Participating institutions are encouraged to invite U.S. business leaders and technology experts to engage with an academic audience across various sectors including national security and healthcare.

Key objectives include strengthening academic leadership on AI issues, raising awareness about the risks of non-U.S. technologies, fostering collaboration between Peruvian and U.S. entities, and promoting evidence-based policy discussions.

A total award amount of up to $40,000 USD is available for one project expected to start by September 2025 with a performance period of up to 12 months. Eligible expenses include speaker travel costs, conference logistics, academic publishing or dissemination efforts among others.

Eligible applicants are accredited public or private universities capable of organizing significant academic events with multi-sector relevance. Ineligible applicants include for-profit entities or individuals without formal university affiliation.

Proposals must be submitted via email by June 15 at 11:59 p.m., local time in Peru. Applicants must also complete necessary registrations including obtaining a Unique Entity ID through sam.gov and certifying compliance with U.S federal anti-discrimination laws.

Proposals will be evaluated based on criteria such as strategic relevance concerning non-U.S technologies adoption concerns across multiple sectors; impact; institutional capacity; potential for U.S engagement; cost-effectiveness; sustainability following the event among others.
