The United States has articulated its position on the future role and method of work for the Committee on the Peaceful Uses of Outer Space (UNCOPUOS) during the 64th session in Vienna, Austria. U.S. Representative Katie King delivered a prepared statement highlighting key points of interest for the United States.
The U.S. delegation expressed satisfaction with last year's agenda improvements, emphasizing the importance of maintaining transparency, accountability, integrity, efficiency, and effectiveness within UNCOPUOS. The value of contributions from intergovernmental, nongovernmental organizations and private sector observers was also acknowledged. A notable example cited was an expert meeting on space resource activities co-hosted by Belgium and Luxembourg.
Concerns were raised about avoiding duplication of mandates across UN forums that could undermine UNCOPUOS's technical, policy, and legal expertise in international cooperation concerning peaceful outer space uses.
The statement noted appreciation for proposals related to UNISPACE IV from both the UNOOSA Secretariat and Italy and Morocco. The U.S. looks forward to further discussions at June's plenary session focusing on practical outcomes within existing resources.
Acknowledgment was given to Germany's proposal regarding Space Traffic, with anticipation for discussions aimed at understanding its goals and outcomes better. This initiative is seen as potentially complementing more technically-oriented talks on Space Situational Awareness (SSA) and safety operations at STSC.
Additionally, concerns over airspace management during space transportation were highlighted, recommending dialogue between ICAO and UNOOSA to address these issues.
In conclusion, "the United States remains committed to the essential work of UNCOPUOS," looking forward to fostering mutually beneficial space activities with other member states.
