The U.S. Embassy Bishkek's Public Diplomacy Section is launching an initiative aimed at increasing English proficiency across the Kyrgyz Republic. This program seeks to enhance engagement with American partners and lay the groundwork for stronger economic ties between the United States and the Kyrgyz Republic. A shortage of skilled English teachers and limited access to native speakers have been identified as significant hurdles. The program's objective is to boost high school and university teachers' fluency to the B2 level and above, broaden students' access to proficient teachers, and promote American cultural understanding.
The Department of State is inviting applications from eligible non-profit organizations registered in the Kyrgyz Republic, including think tanks, civil society organizations, and educational institutions. U.S.-based non-governmental organizations may also apply in collaboration with local entities, but for-profit entities are ineligible under this Notice of Funding Opportunity (NOFO). Each organization is limited to submitting one proposal, with any additional submissions deemed ineligible.
"Extra consideration will be given to programs that leverage American Spaces resources, USG program alumni, and/or existing USG programming in the Kyrgyz Republic," states the announcement. Projects excluded from support include partisan political activities, charity work, and construction projects, among others.
For this two-year funding opportunity, organizations must be registered in SAM.gov and possess a Unique Entity Identifier. The application process requires a proposal detailing objectives, anticipated impacts, methods, and evaluation plans. All submissions must adhere to the guidelines provided to be considered eligible.
The initiative does not require cost sharing or matching from participants. This competition is part of the U.S. Embassy's commitment to fostering educational and cultural ties with the Kyrgyz Republic, facilitating a bridge between the two nations through improved English language education.
