The U.S. government has issued a Request for Quotations (RFQ) for services involving Income Tax and Social Fund Withholding Calculation, according to an announcement addressed to potential bidders. Companies interested in submitting proposals must comply with the guidelines set forth in Section 3 of the solicitation and complete the specified sections of the accompanying document. These submissions are required to be sent to the address provided on the Standard Form 1449.

The government aims to award an "Indefinite-delivery indefinite-quantity type of contract to the responsible company submitting an acceptable offer at the lowest price." It is noted that the contract could be awarded based on initial quotations without further discussions unless necessary.

Questions related to the RFQ must be submitted by May 11, 2025, at 5:00 p.m. local time. Following this deadline, no queries will be entertained. Questions are to be addressed in English and sent to the designated email: BishkekGSOProcurement@state.gov.

The final quotation submissions are due by May 23, 2025, at 5:00 p.m. local time. It is crucial for proposals to be complete and in English; otherwise, they will not be considered. Electronic submissions must be directed to the above-mentioned email, complying with specific formatting requirements: in MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (PDF) file format, each under 30 MB. If exceeding this size, proposals should be divided and sent in separate emails.

To be deemed for consideration, a quotation must include several elements, such as the SF-1449 form, pricing data from Section 1, representations and certifications from Section 5, additionally required information from Section 3, and proof of registration in the System for Award Management (SAM).

The registration in the SAM database is essential as outlined under FAR 4.1102, and proposals from companies not registered at the time of submission may be deemed non-responsible. Potential offerors are strongly encouraged to initiate registration as quickly as possible to meet the requirement.
