John Kelley, the Acting U.S. Alternate Representative, delivered remarks at a UN Security Council briefing on Libya. Kelley expressed gratitude to SRSG Tetteh for their initial briefing and acknowledged the necessary approach required by the position.
Kelley emphasized the importance of maintaining the independence of Libya's economic institutions. He urged Libyan parties to agree on a unified budget to preserve economic stability. Kelley also highlighted the need for progress in military integration to prevent regional conflicts.
Kelley mentioned the importance of border security, especially regarding the worsening situation in Sudan and South Sudan, leading to increased migration across the Libyan border. "We urge Libya and regional partners to take ownership of border security and take action to combat migrant smuggling in a responsible manner," he stated.
He expressed disappointment over the inability to discuss the Libya Sanctions Committee's activities but emphasized the significance of Operation IRINI in deterring smuggling and promoting accountability.
The United States is committed to using sanctions to ensure accountability and urges the identification of entities involved in arms embargo evasion. Kelley concluded his remarks by thanking the council president.
