Rafik Mansour has taken on the role of the United States Principal Officer and Consul General in Jeddah. His appointment, which began in April 2025, also includes his accreditation as the U.S. Representative to the Organization of Islamic Cooperation.

With a long-standing career in the Senior Foreign Service, Mansour holds the rank of Minister-Counselor. Before this role, he was the Deputy Assistant Secretary for Policy at the Department of State’s Bureau of Educational and Cultural Affairs from 2022 to 2025. His recent international assignments include serving as the Chargé d’Affaires in Singapore between 2019 and 2021 and as the Deputy Chief of Mission in Armenia from 2016 to 2019. Mansour's 26-year diplomatic career includes other roles in Russia, France, Italy, Iraq, Libya, Algeria, and Haiti.

In recognition of his service, Mansour has received three Senior Foreign Service Performance Awards. Additionally, he has been the recipient of several State Department Superior and Meritorious Honor Awards. Mansour has pursued a Master’s degree in National Security Strategy from the National War College and holds a B.S. in Biology and a B.A. in French Literature from the University of California, Irvine. His linguistic skills extend to Arabic, French, Italian, Russian, and Creole.
