Marco Rubio, the Secretary of State, issued a statement addressing the reorientation of U.S. foreign assistance programs. Rubio emphasized the importance of aligning these programs with national interests. "Foreign assistance done right can advance our national interests, protect our borders, and strengthen our partnerships with key allies," he stated.

Rubio criticized the U.S. Agency for International Development (USAID) for deviating from its core mission over time. He pointed out that previous efforts under the agency resulted in limited accomplishments at a high cost. "Unfortunately, USAID strayed from its original mission long ago. As a result, the gains were too few and the costs were too high," Rubio remarked.

In light of this critique, Rubio praised President Trump's efforts to address these concerns. "Thanks to President Trump, this misguided and fiscally irresponsible era is now over," Rubio declared. He explained that the foreign assistance programs are being redirected to benefit the United States and its citizens. This involves continuing essential programs while making investments that will also benefit U.S. partners. "We are continuing essential lifesaving programs and making strategic investments that strengthen our partners and our own country," Rubio added.

Rubio noted that the Department of State, along with USAID, has informed Congress of their proposal to reorganize. They plan to align certain functions of USAID with the Department of State by July 1, 2025, while discontinuing functions not aligned with the current administration’s priorities.
