Ambassador Julie Chung addressed the Sri Lanka National Defense College on March 27, discussing the importance of U.S.-Sri Lanka partnerships for economic and national security. The event was attended by Major General Munasinghe and other officials. Ambassador Chung praised the visit of Admiral Samuel Paparo from the U.S. Indo-Pacific Command, who previously spoke on regional security challenges and the necessity of democratic alliances.

"The Admiral was direct about the challenges in the Indo-Pacific," Chung noted, highlighting threats to regional stability and freedom essential for commerce and the rise of authoritarian regimes. Admiral Paparo stressed that security is rooted in "trusted partnerships based on mutual respect," exemplified by the U.S.-Sri Lanka relationship.

Chung emphasized the interconnectedness of national strength and prosperity, noting that a robust economy is key to national sovereignty. Sri Lanka’s strategic maritime position makes it imperative to balance economic opportunities with security risks, as seen in its role on significant sea lanes.

"In recent years, Sri Lanka has seen these risks clearly," Chung stated, referencing the 2022 economic crisis and subsequent vulnerabilities, including potential economic coercion by foreign powers.

U.S. legislative frameworks for strategic goods licensing and investment screening were presented as models for strengthening national security, with a call for Sri Lanka to consider similar measures. Such strategies would bolster Sri Lanka's ability to protect its economy against foreign threats.

Ambassador Chung addressed the significance of technological advancement for national defense, pointing out the need for an educated workforce to innovate and defend against cyber threats. She highlighted the ongoing economic recovery in Sri Lanka, pointing to structural reforms as critical for sustained growth.

"Sri Lanka’s commitment to keeping an open, free, and peaceful Indo-Pacific strengthens its security framework," Chung remarked, citing Sri Lanka's maritime leadership and collaborations as vital for regional stability.

Chung identified transnational threats like smuggling and illegal fishing as shared concerns, impacting both Sri Lanka and the U.S. Sri Lanka’s participation in international maritime security operations and leadership in Task Force 154 was commended as a demonstration of its regional security contributions.

In concluding remarks, Chung urged continued collaboration and information sharing, emphasizing readiness against natural disasters and the importance of comprehensive national security strategies. She assured Sri Lanka of continued U.S. partnership, reiterating the vital role of the Indian Ocean Region in global commerce and regional stability.

"Sri Lanka's leadership showcases values and capabilities that make Sri Lanka an essential partner," stated Admiral Paparo during discussions with Sri Lankan leaders, highlighting the enduring security cooperation between the U.S. and Sri Lanka.

Chung concluded her remarks by affirming the shared goals of prosperity, security, and stability. She emphasized the significance of economic security and international cooperation in achieving a peaceful and self-determined future.
