Canada argues that these measures are not consistent with China's obligations under various provisions of the General Agreement on Tariffs and Trade (GATT) 1994 and the Dispute Settlement Understanding.
The formal process begins with a request for consultations, which provides an opportunity for both parties to discuss the issue in hopes of reaching a satisfactory resolution without further litigation. If no agreement is reached within 60 days, Canada may seek adjudication by a WTO panel.
