The Government of Peru has declared a 30-day State of Emergency for the Province of Metropolitan Lima and the Province of Callao, effective from March 18, 2025. During this period, the Armed Forces may assist the Peruvian National Police (PNP). The PNP holds the authority to restrict movement and assembly.
Security forces might request identification documents from individuals, including foreigners. The U.S. Embassy advises all U.S. citizens to carry identification at all times and comply with law enforcement requests. Citizens are reminded to exercise caution and maintain situational awareness to reduce crime risk.
The Embassy suggests several safety measures: "Be aware of your surroundings. Avoid crowds. Keep a low profile. Follow the instruction of local officials." Additionally, it advises staying alert in tourist areas, being cautious when visiting banks or ATMs, not displaying signs of wealth like expensive jewelry or watches, and not resisting robbery attempts as "items are replaceable; your life is not."
